Maintenance Diagnostics Scanner/Tablet for Ford Integrated Diagnostic System : 1996 to present coverage of Ford/ Lincoln/ Mercury vehicles.

This contract is a firm-fixed-price solicitation for the procurement of a comprehensive diagnostic system and associated OEM-specific hardware and software components to support maintenance operations for a diverse fleet of commercial, heavy-duty, and off-highway vehicles. The required package includes the TEXA AXONE Voice Deluxe Fleet Package with its tablet, Multihub 2 interface, and comprehensive software subscriptions for car, heavy-duty truck, and off-highway vehicles, along with the essential TEXA Off-Highway Cables Kit. Additionally, the contract mandates exact OEM equipment for Ford and Chrysler vehicles, including the Ford Integrated Diagnostic System (IDS) with VCM-III module, appropriate adapter and sync cables, and the Chrysler wiTECH 2.0 system with its diagnostic pod and Tech Authority subscription. A DC Reflashing Power Supply Charger with a 55- to 70-amp rating is also required to support vehicle reprogramming. All items must strictly conform to the exact brand names, models, and part numbers specified, with no alternatives permitted unless proven to be exact OEM equivalents under the Conformance Matrix in Attachment 1. The solicitation is a total small business set-aside under SBA guidelines, specifically reserved for Women-Owned Small Businesses, including Economically Disadvantaged Women-Owned Small Businesses, and requires offerors to provide their Unique Entity Identifier (UEI) and CAGE code, especially if supplying covered telecommunications equipment or services. Delivery is required by June 26, 2026, to Schofield Barracks, Hawaii, under FOB Destination terms with the contractor responsible for all transportation costs and compliance with military shipping and marking standards, including MIL-STD-129 for shipment labeling and MIL-STD-130 for Unique Item Identification (UII) marking using a machine-readable 2D Data Matrix symbol containing enterprise, serial, and part data. The contractor must report all UII data to the IUID Registry through WAWF, which is the only authorized invoicing system; no other submission methods are permitted. Evaluation and award are based solely on lowest price, with no consideration of technical merit, past performance, or other non-price factors, provided the offer fully complies with all mandatory specifications.
