Solicitation # DISA-OTA-27-R-UAM
The Defense Information Systems Agency (DISA) is seeking prototypes for a centralized, multi-tenant User Activity Monitoring (UAM) solution to replace fractured and decentralized infrastructures within the Department of War. This effort, managed under solicitation DISA-OTA-27-R-UAM, aims to develop a scalable hybrid cloud and on-premises capability utilizing AI/ML. The resulting prototype must support secure multitenancy and data isolation across multiple networks, including NIPRNet, SIPRNet, JWICS, and SAP. This is a Prototype Other Transaction awarded under 10 U.S.C. 4022 and is not subject to the Federal Acquisition Regulations (FAR). The submission deadline for Phase 1 Solution Briefs is October 29, 2026, at 5:00 p.m. CDT. Proposals are evaluated based on their individual merits and their potential to rapidly enhance warfighter capability, with a preference for performance periods of three months or less. Mandatory requirements include CMMC Level 2 (Self) certification and a current NIST SP 800-171 Revision 2 self-assessment posted in the Supplier Performance Risk System. While Non-Traditional Defense Contractors with pending SAM.gov registrations may submit briefs, a fully validated registration, including a Unique Entity Identifier and CAGE code, is required prior to any agreement award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. This notice of intent is not a request for competitive quotations. This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER using the simplified acquisition procedures of FAR Part 13 to: Executive Information Systems, LLC (EIS), Bethesda, MD for the procurement of software maintenance for SAS licenses currently installed at the Federal Railroad Administration. The software currently in use is proprietary to SAS, therefore, only SAS exclusive reseller can provide the requisite software maintenance as no other vendor has the data rights to access the software source code to develop and push software updates and patches or provide technical support on its products. Since the software is proprietary, a restriction is placed on access to the software code that is required to develop updates and patches to the software. Without this access, it is impossible to modify the software code as necesary for these patches and updates. SAS provides the maintenance to the Government exculsively through EIS and SAS does not sell its software maintenance through any other resellers. INTENTION: Award the above-stated requirement directly to EIS. The supplies/services required are available from only one or a limited number of responsible sources under the authority of FAR 13.106(b)(1). Interested sources may identify their interest and capability to respond to the requirement or submit proposals. DURATION: Delivery to be made by no later than 9 September 2019. All quotations received within 3 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed purchase order/contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. For specific questions, please contact Tywana Sutton, Contract Specialist at Tywana.chaney-sutton@dot.gov.

Handheld RUS Sensor Design and PrototypingThe contract focuses on the design and engineering of a handheld ultrasonic sensor utilizing Resonant Ultrasound Spectroscopy to identify microfractures in railcar wheelset bearings, aiming to enhance safety and predictive maintenance in railroad operations. The project will involve developing a portable, field-deployable device capable of nondestructive detection of early-stage damage in critical bearing components, leveraging the precision of RUS to detect subtle changes in material resonance patterns indicative of microcracks. The work is to be performed in Simi Valley, California, with a NAICS code of 334511 indicating classification under navigational, measuring, electromedical, and control instruments manufacturing. This subcontract is tied to the Department of Transportation’s Federal Railroad Administration and is intended to advance inspection technologies for rail infrastructure. The project emphasizes innovation in sensor miniaturization, signal processing, and real-time data interpretation to enable on-site maintenance personnel to detect bearing degradation before failure occurs. While specific performance metrics or deliverables are not listed, the emphasis on prototyping suggests a focus on moving from conceptual design to a functional, ruggedized device suitable for industrial use. The effort supports broader goals of improving rail safety through advanced, noninvasive diagnostics.
