Maintenance renewal on customized Radio Beacon Software

The Social Security Administration (SSA) intends to negotiate on a sole source basis under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) - Soliciting from a Single Source with Accellos, Inc., 90 South Cascade Avenue, Suite 1200, Colorado Springs, Colorado, 80903-1678 for Gold-level Maintenance and Enhancement Plan Renewal, on software currently installed and in use as follows: CLIN 0001: 100-user site at 6301 Security Blvd, Baltimore, MD March 19, 2009 to March 18, 2010; CLIN 0002: 54-user site at 5107 Leesburg Pike, Falls Church, VA, March 19, 2009 to March 18, 2010. In Baltimore, the software solution provides the logistics support for SSA's supply management, customer ordering, and warehouse operations. The system has been in place since 1998 and is currently integrated within SSA's Inventory Management and Intranet Supply Ordering modules that were developed by Radio Beacon Inc. In Virginia, the software solution provides the logistics support for SSA's ability to track files. This is intended as a sole source because Accellos is the owner/developer of the Radio Beacon Warehouse Management Control System product and source code. Because they own the source code, we believe that Accellos, Inc. is the only vendor that can provide the required maintenance for the software. The Government anticipates the award of a firm-fixed price purchase order. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All responsible sources may submit a capability statement which shall be considered by the agency. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government.
