This effort focuses on the maintenance and enhancement of Oracle eBS applications, including R12.2.X and Fusion versions, within secure government-approved environments encompassing development, test, training, staging, and production systems. Contractors must deliver a full spectrum of technical services including system design and development, software maintenance, performance monitoring, database management, integration, migration, configuration management, Section 508 compliance, documentation updates, helpdesk support, diagnostics, and COTS upgrades, all aligned with strict DoD cybersecurity and operational standards. Deliverables are governed by a defined Contract Data Requirements List (CDRL) that mandates submission of critical reports such as Monthly Status Reports, Phase-In and Phase-Out Transition Plans, Software Transition Plans, and Vacancy and Turnover Reports, all subject to government inspection and acceptance at the Kettering, Ohio location near Wright-Patterson Air Force Base. All participating vendors must be certified as 8(a) small businesses under NAICS code 541519 and must self-certify their size status and socioeconomic eligibility in their response. Technical personnel are required to hold DoD IAT-II cybersecurity certifications, undergo Tier 5 background investigations, obtain Common Access Cards (CAC), and complete mandatory annual training in cyber awareness, CUI handling, force protection, and anti-terrorism policies. The Business & Enterprise Systems (BES) through Air Force Life Cycle Management Center (AFLCMC) Maintenance, Repair, and Overhaul (MRO) is conducting market research to seek qualified 8(a) vendors under the North American Industrial Classification System (NAICS) code 541519.
The Government is researching vendors capable to encompass the sustainment, modification, and support efforts for the MRO and Cloud One Oracle Cloud Infrastructure (OCI) Department of Defense (DoD) Impact Level 4 (IL4). The requirement will include, but not limited to, the following: modify current capabilities along with software maintenance, sustainment, modification, system design and development, system performance and metrics, performance monitoring, database design and development, test and evaluation, maintenance, training, integration, migration, risk management, configuration management, Section 508 compliance, documentation updates, meeting support, helpdesk support/diagnostics, production support, Commercial Off the Shelf (COTS) upgrades, etc.
