THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A DRAFT PERFORMANCE WORK STATEMENT (PWS) RELEASE FOR THE UPCOMING MANAGED PRINT SERVICES (MPS) PROCUREMENT, AND NON-DISCLOSURE AGREEMENT (NDA) SUBMITTAL. The purpose of this announcement is to provide draft documents related to the FAA’s Managed Print Services (MPS) requirement, and to request completed NDAs from potential Offerors. Upon the release of the Screening Information Request (SIR), For Official Use Only (FOUO) documents or Sensitive Unclassified Information (SUI) will only be released to those Offerors who have requested such information and have submitted a completed NDA in accordance with the process set forth in paragraph 3 below. Receipt of NDAs will assist the Government in planning for the distribution of FOUO and SUI documentation, and will also help the Government estimate the amount of interest among potential Offerors regarding the FAA’s MPS requirement. *** If you are viewing this announcement on any other site except the FAA Contracting Opportunities website, please go to https://faaco.faa.gov to view it in its entirety with attachments.*** 1. Reference FAACO Announcements for a Market Survey, #16065, dated March 27, 2014 and Draft Document Posting, #24815, dated July 7, 2016. 2. This posting is in support of MPS. Interested Offerors who anticipate participation in the MPS source selection that require access to FOUO or SUI documents listed in the PWS, may send an official request to the Points Of Contact (POCs) listed in Section 5 below at this time. All Interested Offerors must either submit a request in response to this posting, or a request after release of the MPS SIR, to obtain the FOUO or SUI documents identified in the PWS. The request must identify the desired documents, state the intended use of the documents, identify the POC that will handle the information, and describe the process to be followed for the destruction of the documents if the Offeror is not awarded the contract. The request must also include a completed NDA as set forth in Section J, Attachment 010. Upon release of the SIR, provided the Offeror has submitted an official request for the FOUO or SUI documents with a signed NDA and is verified in the System for Award Management (SAM), the Contracting Officer will email the requested documents to the Offeror POC. ** NOTE - Subcontractors who will require access to the FOUO or SUI documents listed in the PWS to prepare their proposal response, must coordinate and submit their request and NDA through the prime contractor for submittal to the FAA.** 5. The request and completed Attachment 010, NDA must be sent via electronic mail (e-mail) to Karin Weinert, contact@example.gov and Nancy Ballay, contact@example.gov by 3:00 P.M. on September 28, 2016. 6. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). No solicitation exists; therefore do not request a copy of the solicitation. If a solicitation is issued, it will be synopsized on the FAA's Contract Opportunities (FAACO) web page. It is the potential Offeror's responsibility to monitor this site for the release of any solicitation. Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
