Managing and Trading Electric Power Demand

Orange County, Florida, through its Administrative Services Procurement Division, has issued a sources sought notice, solicitation Y26-07-SS, to identify vendors capable of providing demand management and demand trading services. The primary objective is to reduce electric utility demand charges for County-owned and operated buildings served by Duke Energy, Orlando Utility Commission, and Winter Park. The County is seeking a partner to utilize innovative technology to analyze historical energy usage, predict future demand, identify and sell excess demand capacity to recoup costs, and manage loads to avoid high peak demand charges. Interested vendors must submit their responses electronically via the OpenGov platform by September 4, 2026, at 5:00 PM EST. Submissions must use the County's standard response forms, as any modifications or use of external forms will result in the offer being deemed non-responsive. The process is managed by Contracting Agent Viviana Sandoval under the leadership of Chief Procurement Official Carrie Mathes. If no qualified responses are received, the County may provide building data to COI Energy for calculations and defer future procurement.
