The City of St. Petersburg is soliciting proposals for a single manhole inspection camera system to support the Water Resources Department in inspecting its network of 19,406 manholes, with the goal of enhancing the monitoring and maintenance of sewer and stormwater infrastructure. The system must deliver high-resolution visual data with 6600 Lumens lighting, an IP68 rating for environmental durability, an 18-hour rechargeable battery life, GPS, LTE connectivity, and AI-assisted defect recognition capable of identifying cracks, corrosion, root intrusion, and inflow and infiltration without additional per-inspection fees. It must fully comply with NASSCO MACP coding standards and integrate seamlessly with WinCan WACS and municipal GIS platforms to support asset management and capital planning. The system will enable safe, non-entry inspections critical in Florida’s high-groundwater environment, reducing the risk of sanitary sewer overflows while improving efficiency, lowering labor and traffic control costs, and ensuring compliance with FDEP and EPA regulations. Delivery is required at a location specified in the purchase order, with title and risk of loss transferring only upon the City’s acceptance at the destination. The City will inspect the system within ten business days of delivery to confirm full compliance with all technical and operational specifications, and rejection may occur for any nonconformity. The contract requires vendors to provide a two-year warranty, and any security issues related to the system’s software or data transmission must be promptly reported and remediated with prior written authorization from the City before disclosing to third parties. Proposals must include evidence of vendor qualifications, relevant experience, and compliance with municipal insurance and corporate registration requirements, with evaluation based on best value—not lowest price—to ensure technical superiority and operational reliability.
