MARAD - Vessel Inspection Services for RRF Vessels - Third Party

The U.S. Maritime Administration (MARAD) is seeking a single awardee under a Firm-Fixed-Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide third-party vessel inspection services for up to six Ready Reserve Force vessels, with a ceiling value of $349,990 and a 12-month ordering period from the date of award. Contracts will be issued under FAR Part 12 using simplified procedures, and the solicitation is restricted to small businesses under NAICS code 541330, with full and open competition. The award will be made on a best-value basis, where technical capability, past performance, and management and staffing are of equal importance and collectively significantly more important than price. Proposals must be submitted in four distinct volumes covering technical approach, past performance with two verifiable references from the last three years, management and staffing including an organizational chart and resumes, and a price proposal not exceeding three pages. All proposals are due by June 26, 2026, at 5:00 PM ET, following an extension to accommodate Q&A posting. Inspection services must conform to class-society practices and be performed at ports along the East, West, and Gulf Coasts, including comprehensive hull, load line, and pollution prevention inspections, with deliverables consisting of detailed vessel inspection reports including executive summaries and deficiency lists. Reimbursement for travel and other direct costs is allowed at actual cost not to exceed Federal Travel Regulations. Invoices must be submitted electronically via the Delphi eInvoicing portal authenticated through login.gov, and must contain specific contractual and line-item details. The contractor must comply with numerous FAR and TAR clauses, including whistleblower rights, identity verification, systems for award management maintenance, subcontracting restrictions, veteran employment reporting, and prohibitions against inverted domestic corporations and trafficking in persons. The government reserves the right to issue orders for performance at multiple locations, and all deliveries must be completed within the ordering period or as specified in the individual order. A minimum guarantee of $500 is provided, and no award will be made until adequate funding is secured.
