This contract is a sole-source, firm-fixed-price procurement for preventative maintenance and dedicated hardware services for Automated Logic Corporation (ALC) Building Automation Systems and Direct Digital Controls located at 1775 Forrestal Drive, Norfolk, Virginia. The requirement is exclusively justified due to the proprietary nature of the ALC WEB CTRL software and the need for specialized access to ensure system integrity and warranty compliance. The contract has a base year running from August 1, 2026, to July 31, 2027, with two optional one-year extensions through July 31, 2029, and requires offerors to include fully priced rates for all periods. Services include two annual preventative maintenance visits, software and firmware updates, database backups, repair or replacement of control boards and communication modules, and the submission of five core analytical reports within five business days of each visit. All work must be performed on-site at the specified location, with inspections and acceptances conducted by the Government at the same site. The contract is structured as a total small business set-aside under FAR 19.5, and all offerors must certify their small business status and other relevant socioeconomic designations. Compliance with cybersecurity standards is mandatory, including CMMC Level 1, 2, or 3, NIST SP 800-171 protections for controlled unclassified information, personal identity verification for personnel, and annual affirmation of compliance through the Supplier Performance Risk System. The contractor must support mission-essential functions, maintain a mission-essential services plan, and may be required to provide after-hours emergency support under strict conditions. Only specific ALC hardware components are covered under the scope, excluding general HVAC or structural repairs. Invoicing must occur through the Wide Area WorkFlow system, and failure to meet performance standards—such as 100% compliance with PM visits or 95% adherence to response time windows—may result in deficiency notices, corrective action requirements, financial penalties, or termination. Proposals must be submitted via email to the designated point of contact by the July 28, 2026, deadline and must include all required representations, certifications, pricing, and disclosures regarding covered telecommunications equipment or services.
