This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation will not be issued.


The Centers for Disease Control and Prevention (CDC) is issuing Request for Quotation (RFQ) No. 75D301-26-Q-79208 using the procedures of FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with FAR Part 13, Simplified Acquisition Procedures, for the acquisition of Market Forecast Analyses for West Nile Virus (WNV) Vaccine and Anti-WNV Monoclonal Antibody for Prophylaxis. The acquisition will result in the award of a Time-and-Materials (T&M) purchase order.


Description of Requirement


The Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Division of Vector-Borne Diseases (DVBD), requires contractor support to conduct two comprehensive market forecast analyses:


  • Human West Nile virus (WNV) vaccine
  • Anti-WNV monoclonal antibody (mAb) for seasonal pre-exposure prophylaxis

The contractor shall perform market forecasting, epidemiologic analyses, health economic modeling, stakeholder engagement, commercial assessments, financial analyses, and preparation of peer-reviewed publications in accordance with the attached Statement of Work (SOW).

Delivery


Services shall be performed in accordance with the attached Statement of Work. Deliverables shall be submitted in accordance with the deliverable schedule identified in Section 7 of the Statement of Work. Monthly invoicing is required.



Submission Requirements


Offerors shall submit the following:


  • Completed pricing for all CLINs.
  • A Time-and-Materials quotation for the entire period of performance.
  • Written acknowledgement of the Statement of Work confirming the ability to perform the required services.
  • Active System for Award Management (SAM) registration, including UEI, with no active exclusions.
  • Any required Artificial Intelligence (AI) disclosures and AI Compliance and Risk Management Plan, if applicable.
