The State of Washington Department of Enterprise Services, acting on behalf of the Office of Civil Legal Aid, has issued a market search notice for leased office space in the City of Spokane. The agency is seeking approximately 240 BOMA rentable square feet of office space with a desired occupancy date of March 1, 2026. The procurement requires a minimum lease term of five years, though proposals for terms up to ten years may be considered. Mandatory requirements for the facility include a complete, code-compliant, enclosed, and conditioned space equipped with plumbing, power, lighting, two private offices, secure and reliable network connectivity, and secure protocols for mail and package receiving. Preference may be given to properties located within the downtown corridor, outside of the FEMA-defined 100-year flood plain, and near public transportation with hourly service or major arterial roads. Advantageous features include move-in ready facilities with employee breakrooms or available conference rooms, a low Energy Use Intensity score, and parking for up to three stalls. All leased facilities must meet or exceed the Washington State Energy Code at the lessor's expense. Additionally, all workers and contractors must be paid prevailing wages in accordance with RCW 39.12. The final lease will be executed using the State of Washington's approved standard lease documents, and the agency will require proof of ownership, such as a clear title report, prior to drafting.
