Master Planning Services

The Town of Smithfield, Virginia, is soliciting proposals for professional Master Planning services to develop a comprehensive plan for a 57-acre town-owned parcel located near its historic downtown. The selected consultant will be responsible for a scope of work that includes site assessments, utility and infrastructure inventories, land use planning, and the facilitation of community engagement workshops with stakeholders and local merchants. Key deliverables include a Comprehensive Property Development Master Plan with 2D and 3D visuals, an Economic Development Strategic Report identifying revenue diversification opportunities, and a detailed implementation roadmap categorized by short, mid, and long-term actions. The project is expected to span approximately 10 to 12 months, with a target start date near the beginning of the new year. Qualified proposers must demonstrate at least five years of professional experience in land use planning, master planning, or economic development, as well as documented experience working with local governments. Proposals must include a work plan, a project timeline with milestones, and a non-binding fixed fee schedule that covers all expenses and travel. While the Town requires a description of the proposer's cultural competence and understanding of tribal sovereignty, it has noted that tribal engagement is not currently anticipated. The Town Manager will serve as the project manager, and the final plan will be adopted by the Town Council. All electronic proposals must be submitted by September 17, 2026, at 4:00 PM EST.
