Solicitation W912EF27QA006 is a combined synopsis and request for quotation issued by the US Army Engineer District Walla Walla for motor rewind and asbestos abatement services at the Lower Granite Dam in Pomeroy, Washington. The scope of work involves the rewinding, refurbishing, and addition of eight resistance temperature detectors to three polyphase AC squirrel cage induction motors used for fish pumps. This includes one Hitachi dual winding motor and two Ideal Electric single-winding motors. To ensure operational continuity, the project will be executed by rewinding one motor per year, with a total performance period extending through December 2029. The contract is a firm-fixed-price acquisition and is not set aside for small business concerns, although evaluation preferences are provided for HUBZone small businesses. Key technical requirements include the use of a minimum class F motor insulation system and strict adherence to core loss and hot spot specifications. Deliverables include the refurbished motors, final operation and maintenance manuals, and on-site commissioning support. The government has established a seven-business-day window for the acceptance or rejection of services following delivery. Liquidated damages are specified for delays, with daily rates increasing annually from FY28 through FY30. Offerors must comply with various federal regulations, including the Buy American and Balance of Payments Program, E-Verify personnel screening, and DFARS cybersecurity reporting standards.
