The NASA Office of JPL Management and Oversight intends to award a sole-source, firm-fixed-price contract to Asturfeito, S.A. for the fabrication and delivery of critical mechanical components for the DSS-54 Deep Space Antenna located at the Madrid Deep Space Communications Complex in Robledo de Chavela, Spain. The scope of work includes the production of a beam waveguide shroud, mirror positioner assembly, universal platform, and related assemblies. These parts must adhere to existing technical specifications to ensure precise interfacing with structural, drive, and control elements previously established by the vendor. NASA has identified Asturfeito, S.A. as the only viable source capable of meeting the 210-day manufacturing lead time due to their possession of the necessary technical data, design specifications, and tooling. While this is not a request for competitive proposals, interested responsible sources may submit capability statements to the contracting officer by October 7, 2026. The procurement is categorized under NAICS code 334220 and is managed by the NASA Management Office for JPL.

NASA Office of JPL Management and Oversight (NOJMO) intends to award a sole-source, firm-fixed-price contract to Asturfeito, S.A. (Vitoria-Gasteiz, Spain) for the fabrication and delivery of mechanical components for the DSS-54 Deep Space Antenna at the Madrid Deep Space Communications Complex (MDSCC), Robledo de Chavela, Spain. The requirement consists of mechanical components, including the beam waveguide shroud, mirror positioner assembly, universal platform, and related assemblies, manufactured in accordance with the existing technical specifications and drawings developed under the DSS-54 Antenna Facilities Construction and Relocation Project. These components must interface precisely with structural, drive, and control elements already designed, fabricated, or installed by Asturfeito, S.A. under the related host-nation construction contract. NASA has determined that Asturfeito, S.A. is the only available source possessing the technical data package, design specifications, manufacturing tooling, and qualification necessary to produce components compatible with the existing antenna interfaces within the required 210-day manufacturing lead time, in accordance with RFO 12.102. This notice is not a request for competitive proposals. However, any responsible source that believes it can meet this requirement may submit a capability statement in writing to the Contracting Officer identified by the due date.

COUPLER,ROTARY,RADI
Solicitation # N0010426QQC37
This contract pertains to the repair of the COUPLER, ROTARY, RADI, with a required Repair Turnaround Time (RTAT) of 100 days measured from the physical receipt of the F-condition asset at the contractor’s facility, as recorded in the Commercial Asset Visibility (CAV) system. The contract mandates strict adherence to military standards including MIL-STD-130 Rev N for marking, MIL-STD-2073 for packaging, and adherence to original manufacturer specifications during repair and testing. All work must be performed under a firm-fixed-price structure, and any delay beyond the RTAT will result in monthly price reductions per unit, capped at a specified amount, unless the delay is excused due to government-caused factors. Government Source Inspection is required, and the Navy handles all freight under the CAV Statement of Work; delivery is FOB Origin. The contractor must possess a U.S. security clearance of CONFIDENTIAL or higher to handle classified material referenced in the DD Form 254, and all information must be safeguarded in accordance with NISPOM. The contract includes an option for increased quantity exercisable within 365 days, allowing the government to expand the order at the original unit price. Pricing must be justified with historical data or commercial invoices if the item has not been previously purchased by NAVSUP WSS or if prices exceed prior benchmarks. A separate T&E fee is allowed if the asset is determined beyond repair (BR/BER), with a maximum negotiated amount specified. The contractor must submit detailed quotes including unit and total price, RTAT, and any capacity constraints if unable to meet the 100-day requirement. Compliance with Buy American provisions, cybersecurity maturity certification, and small business subcontracting plan requirements are mandatory. The awardee must be an authorized distributor of the original manufacturer and provide proof thereof. All records must be maintained for 365 days after final delivery, and changes to design, parts, or materials require prior written approval from the contracting officer under specific coding guidelines. The solicitation number is N0010426QQC37, with a response deadline of August 26, 2026, and the point of contact is Genevieve E. Miller via U.S. Navy email.

Market Survey for Procurement of NIIN 01-066-7587, FILL CABLE and NIIN 01-348-4675, DATA/FILL CABLE
Solicitation # DLA-Aberdeen-26-080
The Defense Logistics Agency-Aberdeen, acting for the Army Integrated Logistics Supply Center, is conducting market research via a sources sought announcement to identify manufacturers for Communications Security (COMSEC) fill and data cables. These components support the AN/PYQ-10 Simple Key Loader platform and include fill cables (NSN 5810-01-066-7587) and data/fill cables (NSN 5810-01-348-4675). The government intends to establish a five-year Long-Term Contract using an Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle with a performance period spanning 2028 through 2032. A critical aspect of this acquisition is that the technical data package is proprietary to the Original Equipment Manufacturer, and the government does not possess it. Consequently, the agency is seeking sources capable of producing these items to exact military specifications without reliance on government-furnished technical data. Interested respondents must submit a technical capability questionnaire, past performance summaries regarding DoD COMSEC contracts, and quality assurance certifications such as ISO 9001 or AS9100 by October 12, 2026. The evaluation will focus on manufacturing facilities, engineering qualifications, and the ability to manage potential component obsolescence over the five-year contract lifecycle.

Solicitation # M67854-26-I-2023
The Program Acquisition Executive Marine Corps, through the Program Manager Tactical Communications and Electromagnetic Warfare Systems, has issued Request for Information M67854-26-I-2023 to conduct market research for Own Force Monitoring/Sensing (OFM/S) capabilities. This effort specifically focuses on Own Force Monitoring at Echelon (OFM-E), seeking vehicle- or command post-mounted systems that provide real-time awareness, passive analysis, and monitoring of electromagnetic spectrum signatures. The goal is to enable Marine Corps units to establish baseline emissions, detect anomalies, and enforce emission control and signature management to enhance operational security and survivability in contested environments. The government is seeking Commercial Off-The-Shelf or Non-Developmental Items with a Technology Readiness Level of 8 or 9 that align with the Sensor Open Systems Architecture and offer improved size, weight, and power attributes. This RFI is for informational and planning purposes under FAR Part 10.001 and does not constitute a solicitation or a commitment for award. Interested businesses under NAICS code 334220 are invited to submit information packages by October 29, 2026. Submissions must be limited to 20 pages and include an executive summary, a specification compliance matrix, technical readiness levels, production capacity, and details regarding technical data package rights and lifecycle support. Responses should be emailed to Alexis Brown and Wanda Harner with the subject line OFM/S RFI M67854-26-I-2023.
