AI Contract Overview
The Ohio Department of Developmental Disabilities is seeking a qualified contractor to provide expert Medicaid cost reporting consulting services for Developmental Centers and county board TCM, MAC, and waiver programs. The primary objective is to review current cost reporting methodologies, provide strategic advisory to maximize allowable reimbursement and ensure compliance, and deliver fundamental training to internal staff. This initiative is proactive, aimed at rebuilding internal capacity and refining methodologies following the turnover of key personnel. The selected contractor will be expected to recommend and assist in developing revised methodologies, allocation bases, and documentation templates, though the department will maintain ownership of the final development. The engagement is scheduled to run from October 20, 2026, through June 30, 2027, with the possibility for vendors to propose extended follow-up consultation beyond that date. Proposals must be submitted through OhioBuys by September 28, 2026, and must include a technical proposal, a cost proposal, and required certifications regarding business preferences and offshore service restrictions. Evaluation will be based on a scoring system that considers technical merit and cost, with a single contract awarded to the highest-scoring proposal. No on-site meetings are required for this project, and the department will provide all necessary prior-year submissions, audit correspondence, and policy guidance to the successful supplier.
