Medical Director Services

The City of Coral Gables is soliciting proposals for Medical Director Services under RFP 2026-026 to provide medical oversight and responsibility for the medical performance of Emergency Medical Technicians (EMTs) and paramedics within the Coral Gables Fire Department. The selected independent contractor, which must be a licensed M.D. physician or a qualified firm, will provide medical direction for a State of Florida licensed Advanced Life Support (ALS) EMS provider. Services must be performed in strict accordance with Florida Administrative Code Chapter 64J-1, FEMA policies and directives, and all applicable federal, state, and local laws and regulations. The contract includes an estimated annual budget of $66,000, with payments made in monthly installments based on the actual number of labor hours worked. Proposals are evaluated by an Evaluation Committee using a 100-point scoring system that considers understanding and strategy, training capabilities, ALS protocols, company profile, and relevant experience. Specifically, bidders must demonstrate a minimum of five years of relevant experience as a Fire Service/EMS Medical Director or Associate Director in Florida, or as a physician in a comparable emergency department. Due to potential FEMA funding, the successful bidder must comply with the Davis-Bacon Act, ensuring all employee wages meet the prevailing rates for Dade County, Florida.
