Notice of Intent to Sole Source Coal Workers’ Health Surveillance Program Richard Bernstein B ReaderThe Centers for Disease Control and Prevention plans to award a sole source, firm fixed price contract to Richard Bernstein MD to provide B Reader classification services for chest radiographs used in the Coal Workers’ Health Surveillance Program (CWHSP). This program requires expert interpretation of radiographs to detect coal workers' pneumoconiosis (CWP) using the International Labour Office (ILO) Classification System. Dr. Bernstein has met all stringent criteria to participate, including high scores on the B Reader Examination and board certification, ensuring confidence and integrity in the classifications essential for maintaining the program’s high standards. The CWHSP is federally mandated under the Federal Coal Mine Health and Safety Act and is administered by the Respiratory Health Division in Morgantown, WV, screening miners and enabling those affected by CWP to transfer to areas with lower dust exposure. This sole source procurement is justified under the authority allowing negotiation with only one source, reflecting the specialized skills required for the service. While this notice is not a request for competitive quotations, responses or expressions of interest will be accepted within 15 days of issuance and considered solely to determine whether a competitive procurement is warranted. The contract falls under NAICS code 621111, covering physicians practicing general or specialized medicine, and performance is based in Atlanta, Georgia. Interested parties may submit responses via email by July 1, 2026, before 5 pm EST, but the government retains full discretion on whether to pursue competition.
