Medium Voltage Electrical Equipment Maintenance Services

The U.S. Embassy in Mexico City is seeking a contractor to provide preventive maintenance services for medium voltage electrical equipment, including demarcation switches, switchgears, and transformers, to ensure their safe, reliable, and efficient operation. The contract is structured as a firm fixed-price agreement with a base year and two optional one-year extension periods, for a maximum total duration of four years. Performance must occur in Ciudad de México, and all work must adhere strictly to manufacturer guidelines and applicable safety standards, including the more restrictive of the U.S. Army Corps of Engineers EM 385-1-1 manual or Mexican industrial safety regulations. Contractors must demonstrate extensive technical capability, including at least ten years of experience in medium voltage electrical systems, with at least one qualified electrician and one qualified MV technician assigned to the project. Compliance with SAM registration is mandatory at the time of proposal submission; failure to do so renders the offer non-responsive. Offerors must also meet stringent pass/fail criteria regarding licensing, including a valid REPSE registration for voltage equipment maintenance, organizational structure, past performance on at least five contracts (three of which must be comparable), and financial responsibility under FAR 9.1. The contract requires comprehensive documentation, including a detailed safety plan, job hazard analysis, and submission of test reports, discrepancy notices, and bill of materials within specified timeframes. Invoicing must be submitted electronically through the ILMS Vendor Portal within ten days of service completion, with invoices containing specific data elements including the contractor’s RFC, IVA breakdown, signed maintenance checklists, and proper remittance details. Payment is processed via electronic funds transfer within 30 days of COR or GTM approval. The government reserves the right to inspect all work at any time and may require reperformance or equitable price adjustments for nonconforming services. Contractors bear absolute liability for personal injury, property damage, or loss resulting from their personnel’s negligence, independent of any insurance coverage. Additionally, personnel must comply with Department of State identification card policies for facility access, use approved personal protective equipment, maintain proper site barricades, and submit all documentation in English. The solicitation will be awarded to the lowest priced, acceptable, and responsible offeror without discussions, and all submissions must be received electronically by July 13, 2026, at 1:00 p.m. Mexico City time. A mandatory site visit was held on May 28, 2026.
