AI Contract Overview
The Mental Health Outpatient Honor Garden project, under solicitation number 36C26226C0183, is a sole-source award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) to establish a dedicated outdoor space for veteran remembrance and emotional healing within the new Mental Health Outpatient Building 600 in Long Beach, California. This initiative responds to the loss of a previously existing Honor Garden in the old facility, aiming to restore a critical therapeutic environment where veterans can hang remembrance tags, honor fallen comrades, and engage in quiet reflection to support their mental and emotional well-being. The garden is intended to foster camaraderie, dignity, and spiritual solace, reinforcing a peaceful, respectful atmosphere essential to the veteran community served by the facility. The contractor is responsible for delivering end-to-end services including site survey evaluation, design, cost estimation, and full construction of landscape improvements. This encompasses providing all labor, materials, equipment, transportation, and technical expertise required to create a functional, enduring Honor Garden that meets the emotional and symbolic needs of veterans. The project is managed by the Department of Veterans Affairs through the 262-NETWORK Contract Office 22, based in Gilbert, Arizona, with Kevin Vo listed as the primary point of contact. Completion is expected to ensure continuity of a longstanding tradition of remembrance within the new outpatient facility, aligning with the VA’s commitment to holistic veteran care and environmental healing.

Full Description
The Honor Garden provides a meaningful and therapeutic space for veterans to gather, reflect, and honor the memory of fellow veterans. In the previous building, this Honor Garden was located in the courtyard and served as an important place for remembrance and healing. However, the newly constructed building does not include a dedicated area for this purpose. Providing a dedicated Honor Garden in the new facility ensures continuity of this valued tradition and preserves a space where veterans can hang remembrance tags, pay tribute to fallen comrades, and find emotional and spiritual support. This garden fosters healing, camaraderie, and reflection, while promoting mental and emotional well-being within the veteran community. Establishing this dedicated space reinforces respect, dignity, and peaceful environment for remembrance and connection in the new facility. The intent of this project is to provide contractor services necessary to provide a dedicated Honor Garden in the new Mental Health Outpatient Building 600. The Contractor shall provide all necessary due diligence work including survey evaluation, calculations, cost estimates, and construction period services necessary for this project in accordance with items herein specified. The Contractor is to provide design, labor, materials, construction equipment, technical skills, and transportation necessary to perform work for the landscape improvements.
