AI Contract Overview
The Missile Defense Agency (MDA) has issued a Two-Step Open Broad Agency Announcement (HQ0858-25-S-0001) to solicit eligible mentor and protégé firms for the Department of Defense Mentor-Protégé Program. Effective from August 30, 2025, to August 30, 2028, the program aims to enhance protégé capabilities and expand the industrial base to support MDA mission areas. The process begins with the submission of white papers, and only selected offerors will be invited to submit formal proposals. Awards are anticipated as cost-reimbursement sub-awards under a Cooperative Agreement administered by the intermediary, Move America, Inc. The typical period of performance consists of a twelve-month base period with two twelve-month severable option periods, with average annual contract values ranging between 500,000 and 750,000 dollars. To pass the initial evaluation gates, submissions must include a cover page, executive summary, eligibility statements, a program quad chart, and a letter of support from an MDA Program Manager. Additionally, at least 50 percent of the total proposed cost must be dedicated to engineering and technical assistance, and 5 percent must be allocated to external organizations such as HBCUs or APEX Accelerators. Selection is based on technical merit and importance to agency programs, which are weighted significantly higher than cost. Offerors must comply with strict organizational conflict of interest disclosures and cybersecurity requirements, including the implementation of NIST SP 800-171 and maintaining a current assessment in the Supplier Performance Risk System. All communications must remain unclassified and be submitted via email to the designated MDA and Move America contacts.
