This contract solicits commercial mess attendant services for the Charles Walter David Jr. Dining Facility at USCG Base Los Angeles, Long Beach, and San Pedro, California, under a combined synopsis/solicitation issued in accordance with FAR Part 12. The scope includes all non-personal services necessary to operate the dining facility, such as management, supervision, labor, uniforms, transportation, and incidental supplies, with a focus on maintaining a clean, attractive, and sanitary environment while adhering to military etiquette. Work is primarily performed between 0600 and 1400 PST Monday through Friday, excluding federal holidays, but the contractor must be prepared to support special events—including Reservist Weekends and official functions—on weekends and holidays as needed. The acquisition is structured as an 8(a) competitive set-aside with a NAICS code of 722310 and a small business size standard of $47 million, but it also explicitly permits State Licensing Agencies representing blind vendors under the Randolph-Sheppard Act to submit proposals with priority consideration, though evaluation criteria remain identical for all offerors. The base period of performance runs from September 1, 2026, through August 31, 2027, with four one-year option periods available through August 31, 2031, at the contracting officer’s discretion. A Department of Labor wage determination, WD 2015-5613 Revision 32 dated March 30, 2026, governs labor standards. Proposals must be submitted electronically by July 24, 2026, via email to two specified contacts, with file sizes not exceeding 5MB, and offerors must be registered in SAM.gov to be eligible for award. All inquiries must be directed in writing to the contract specialist by July 17, 2026, and no costs incurred in preparing proposals will be reimbursed. The government reserves the right to award or not award a contract based on this solicitation.

The purpose of this amendment is to add a site visit on July 17, 2026, and to extend the Questions (RFI) due date to July 21, 2026, at 2:00 PM PST.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

This acquisition is for the selected Contractor to provide all necessary, non-personal, Mess Attendant services, to include, but not limited to management, supervision, administration personnel, labor, transportation, uniform, and incidental supplies and services to provide Mess Attendant Services at Base Los Angeles, Long Beach, San Pedro, CA.

To accomplish its mission, it is essential that the dining facility be always maintained in an attractive and sanitary condition, and that military etiquette is adhered to. Base LA/LB consists of one dining hall, named Charles Walter David Jr. Dining Facility, that provides meal service for breakfast and lunch, meeting the nutritional needs of Coast Guard and civilian personnel. Contractor employees generally perform all work between the hours of 0600 and 1400 PST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours due to special events or circumstances, including weekends and holidays, to fulfill requirements under PWS. The Contractor shall provide Mess Attendant services for special events, such as Reservist Weekends and Official Functions, on an as-needed basis under this Reserve Contract Line-Item Number (CLIN).

Note: This procurement is an 8(a) competitive set-aside with the caveat that State Licensing Agency, considered other than small business, will be allowed to compete. Offers from the State Licensing Agencies (for Blind vendors) operating under authority of the Randolph-Sheppard Act, 20 USC, §107(a-e), must be given priority in accordance with regulations prescribed by the Secretary of Education at 34 CFR §395.33.

This procurement is subject to the Randolph-Sheppard Act (RS-Act), 20 U.S.C. §107, Operation of Vending Facilities and 34 CFR §395.33, Operation of Cafeterias by Blind Vendors, which establishes a priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Accordingly, although the solicitation is 100% 8(a) competitive set-aside, the State Licensing Agency will also permitted to submit a proposal in accordance with 34 CFR 395.33(b). This notice is not designed to discourage competition, rather, it notifies all potential Offerors that the priority established by the RS-Act for proposal received from SLAs and other blind vendors is applicable to this procurement. The evaluation criteria is the same for all competing Offerors, including the responsible SLA. The award will only be made to an 8(a) concern or an SLA. If the SLA is dissatisfied with an action taken relative to its proposal, it may file a complaint with the Secretary of Education under the provision of 34 CFR §395.37.

The contract is set aside exclusively for small business concerns with a size standard of $47 million, under NAICS code 722310, and requires all proposals to comply with specific provisions and clauses incorporated by reference, including deviations from the Federal Acquisition Regulation such as 52.212-4, 3052.212-70, and 52.244-6, all tailored to DHS and CBP acquisition frameworks. The scope of work mandates the delivery of three nutritionally balanced meals per day to individuals in CBP custody across multiple U.S. Border Patrol sectors—including San Diego, El Paso, Rio Grande Valley, and Miami—ensuring compliance with USDA dietary guidelines, the FDA Food Code 2022, and CBP’s TEDS standards, while also requiring strict adherence to food safety, allergen labeling, and sanitation protocols, including USDA-approved meat inspection and rejection rights for nonconforming items. All proposals must be submitted electronically via email to Christopher J. Shaw at christopher.j.shaw@cbp.dhs.gov with a specified subject line, organized into three volumes addressing Technical and Management Approach, Past Performance, and Price, and must include fully burdened pricing for each meal type across the four regional sectors using Attachment 3 pricing sheets, with pricing valid for at least 150 calendar days post-solicitation close. Offerors must hold a current UEI and CAGE code, be registered in SAM.gov, and certify compliance with entity-level representations, including small business status, and submit written assurances that all menu offerings meet specified requirements. The evaluation process is based on best value to the government, with Technical and Management Approach and Past Performance combined equal in weight to Price, and failure to meet any requirement in the Technical volume results in immediate non-responsiveness. Invoicing must be processed electronically through the Treasury’s Invoice Processing Platform, and contractors must pass a favorable background investigation vetted by CBP’s Personnel Security Division, maintain

Campus Style Dining Venue (CSDV) 2.0 (B) SolicitationThe U.S. Army Installation Management Command, through its Non-Appropriated Fund Contracting Office, is soliciting proposals under NAFBA1-26-R-0019 to establish a single firm-fixed price Indefinite Delivery-Indefinite Quantity contract for the finance, design, renovation, operation, and maintenance of Campus Style Dining Venues at three designated U.S. Army garrisons. This is a concession contract under the Army’s Non-Appropriated Fund Instrumentality, meaning the contractor will not receive government funding but will instead pay a monthly flat fee to the Fund in exchange for the right to operate dining services on military installations. The contract includes a five-year base period with five optional one-year extensions, and the contractor is required to operate 365 days a year, including all federal holidays. The scope includes full facility buildout and renovation using a phased approach according to the Construction Guide V2, with compliance required to CSI formatting standards for technical specifications. The contractor must manage Government Furnished Equipment, meet nutritional requirements for Enhanced Service Member soldiers, implement a quality control program, maintain compliance with local and federal health regulations, adhere to service and construction wage determinations under the Davis-Bacon Act and Copeland Act, and ensure cybersecurity standards by meeting NIST SP 800-171 and PCI-DSS requirements. All proposals must be submitted electronically via the DoD SAFE platform in three separate volumes, with strict file format, size, and labeling requirements, and must include certifications regarding independent pricing, debarment status, and anti-trafficking compliance. The award will be determined using a best-value trade-off approach, favoring proposals that offer the greatest overall benefit to the Fund, not necessarily the highest financial return. Payment of the flat fee is due monthly, and failure to pay may trigger sanctions under the Debt Collection Act of 1982. The contractor must be registered in SAM with an active status, validated TIN, and complete representation certifications. Performance locations and specific construction wage rates are detailed in multiple attachments, and all food products must originate from sanitized sources with full traceability. Inspections by the Contracting Officer’s Representative and Army Veterinary Medicine are mandatory, with two consecutive failures within six months constituting contract default. Construction activities are subject to Buy American provisions, and all contractor personnel must complete anti-terrorism and operational security training. The contract will be administered by IMCOM HQ DFMWR, NAF Contracting Division, and all modifications must be issued in writing and
