The U.S. Army Corps of Engineers, Fort Worth District, is conducting a sources sought notice for market research on the construction of a secure cyberspace operations facility at Joint Base San Antonio-Lackland, Texas, to support the 91st Cyber Operations Squadron. This effort is preliminary and non-binding, intended solely to gather industry input on capability, capacity, and delivery models, with no expectation of payment for response costs. The project envisions a progressive design-build approach under Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 2808a, meaning the Federal Acquisition Regulation does not apply; any future agreement will be a bilateral OT contract governed exclusively by its negotiated terms. The facility will cover approximately 3,958 square meters and include reinforced concrete foundations, structural steel framing, brick masonry walls, metal roofing, a customized 200-ton cooling system, dual 3,000 KW backup generators with utility water line redundancy, and secure spaces meeting Intelligence Community Directive 503/705 standards. The government has established a target price range of $82.56 million to $90.91 million for construction, with a total programmed amount of $96 million, and anticipates awarding Phase 1 design and preconstruction services by April 21, 2027, followed by an estimated 800 calendar days for Phase 2 construction after a guaranteed maximum price is agreed upon at 65% design maturity. Interested parties must submit a single consolidated PDF or Word document containing confirmation of interest in a PDB/OTA delivery model, a brief capability statement highlighting experience with secure facility construction, progressive design-build processes, and advanced methods such as modular prefabrication, 3D printing, and advanced materials, as well as complete, numbered responses to the accompanying Project Delivery & Acquisition Strategy Questionnaire. Submissions are due by 10:00 a.m. CDT on August 25, 2026, and must be emailed to the Contracting Specialist and Contracting Officer without exception. Technical questions must be submitted by August 18, 2026.
