MHS-11 Transmission and Distribution Line Construction Services

The City of Medicine Hat is soliciting proposals under RFP CMH26-103 for MHS-11 Transmission and Distribution Line Construction Services. The scope of work involves the installation of approximately 2 km of overhead 138 kV transmission line branching from the existing MHS 20L into the new MHS-11 substation, as well as the installation, commissioning, and testing of 13.8 kV underground cables in PVC conduit. Additional requirements include the framing and setting of three steel poles, the installation of three concrete caisson foundations, and modifications to the existing ComH 20L line and structures. The project also encompasses mobilization, final site cleanup, and the delivery of construction turnover packages with signed as-built documents. Proposals are due by September 24, 2026, at 2:00 PM local time, with an anticipated agreement execution date of October 26, 2026. Award is based on a weighted scoring system where pricing accounts for 50 points, alongside evaluations of methodology, approach, and quality control. Mandatory requirements for eligibility include an active and compliant ComplyWorks account and the submission of a bid bond of at least 10 percent of the proposal price. The successful proponent must provide a performance bond and a labour and material payment bond, each valued at 50 percent of the contract price, and must provide insurance and health and safety certifications within seven days of the award notice. Contract administration is managed by a consultant who will conduct site inspections and verify that work complies with contract documents. Payments will be processed monthly via proper invoices pursuant to the PPCLA, utilizing unit prices, lump sums, or milestone achievements. The contractor is responsible for maintaining a Quality Control Management Plan and adhering to strict environmental protections, including the use of wildlife-proof receptacles for waste and leak-proof containers for hazardous materials.
