MHS-11 Transmission and Distribution Line Construction Services

The City of Medicine Hat is soliciting proposals under RFP CMH26-103 for MHS-11 Transmission and Distribution Line Construction Services. The project scope involves the construction and installation of approximately 2 km of overhead 138 kV transmission line connecting the existing MHS 20L to the new MHS-11 substation in Medicine Hat, Alberta. Key technical requirements include the installation of three cast-in-place concrete caisson foundations, the framing and setting of three steel poles, the installation and testing of 13.8 kV underground cables in PVC conduit, and modifications to existing structures. The project is supported by a geotechnical investigation report and an Environmental Protection Plan to ensure compliance with AUC Rule 007 and other regulatory standards. The target in-service date for the project is April 30, 2027. Proposals must be submitted in PDF format by September 24, 2026. The evaluation process is multi-staged, covering health and safety, mandatory requirements, technical evaluation, and pricing, with pricing accounting for 50 points of the total score. Awarded contractors must provide a bid bond of at least 10 percent of the proposal price, as well as performance and payment bonds each equal to 50 percent of the contract price. Additionally, the successful proponent must provide health and safety certification and insurance certificates within seven days of the Notice of Award. Payment will be processed monthly based on unit prices, lump sums, or achieved milestones, following a review by the project consultant.
