Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.

Contract W9132T-17-C-0002, titled Microbial Fuel Cells for Energy-Neutral Water Reclamation and Re-Use, is an award managed by the Department of Defense through the W2R2 Construction Engrg Labor agency. The project focuses on determining the feasibility of integrating novel microbial fuel cell and biofilter technologies into a distributed treatment system for domestic wastewater. The primary goals are to produce reusable water that adheres to Environmental Protection Agency guidelines while achieving significant reductions in energy consumption and residual sludge output compared to conventional treatment systems. A sole-source scope change modification was authorized for CDM Federal Programs Corporation to account for government delays and specific technological developments. This modification increased the total contract value by 159,545.50 dollars, citing FAR 6.302-1(a)(2)(iii)(A) as the authority for utilizing a single responsible source to complete the research project originally proposed under the ERDC Broad Agency Announcement.

Solicitation # W9132T26SC001
The Engineer Research and Development Center Construction Engineering Research Laboratory is issuing Commercial Solutions Opening W9132T26SC001 to acquire innovative commercial products, services, and technologies. This effort focuses on closing capability gaps and advancing technological capabilities across several broad areas of interest, including materials and structures, installation energy, warfighter engineering, operational energy, training lands and heritage, and sustainment management systems. The solicitation is open on a continuous basis through October 30, 2026, and targets solutions that improve efficiency, sustainability, and operational effectiveness in military and civilian environments. The acquisition follows a two-step process where the government first solicits solution briefs and subsequently issues a Request for Proposal if a solution is selected and funding is available. All resultant contracts will be firm-fixed price and are treated as commercial items under FAR part 12, with potential awards also falling under FAR parts 13, 15, or 35, or through prototype agreements. Evaluation is based on technical innovation, importance to agency programs, and the availability of funds. Interested parties must be registered in the System for Award Management to be eligible for award. Submissions must be made exclusively through the ERDCWERX platform and include a cover letter, a technical volume consisting of a solution brief and pitch deck, and a price volume. An optional five-minute video demonstration may also be provided. For solutions valued over 900,000 dollars, non-small business entities are required to submit a subcontracting plan.
