AI Contract Overview

The Fleet and Industrial Supply Center (FISC) Norfolk's Philadelphia Office seeks to contract transition services to support the Military Sealift Command (MSC) as part of the Department of the Navy’s Financial Improvement Program (FIP) and the Department of Defense’s Financial Improvement and Audit Readiness (FIAR) program. These services are critical to ensure a seamless handover of responsibilities from Deloitte Consulting, LLP, which has historically handled MSC’s FIP efforts for the past five years, to a new contractor under a forthcoming Indefinite Delivery Indefinite Quantity (IDIQ) contract. The transition support is necessary to maintain uninterrupted audit assertion activities and to ensure continuity in financial management and internal control processes, as Deloitte holds unique corporate knowledge that cannot be fully captured in documentation alone. This contract will be awarded as a firm fixed price, sole source acquisition under the Clinger-Cohen Act, due to Deloitte’s exclusive position as the only known provider with the requisite expertise. The performance period is limited to 60 days, from June 8, 2010, through August 7, 2010. Although this notice explicitly states it is not a request for competitive proposals, interested parties may express interest and provide information by May 28, 2010, which will be used solely to determine whether competitive procurement is warranted. The award will proceed at the Government's discretion. Correspondence and expressions of interest are directed to Joe Haviland at FISC Norfolk’s Philadelphia Office.
