Solicitation # CMDSAWARDEESONLY
This solicitation, issued by the Naval Information Warfare Systems under the Department of Defense, is restricted to CMDS MAC Awardees. The objective is to secure a contractor to provide enterprise-level IT solutions in support of Navy or DW operations. The government intends to award a hybrid contract consisting of Firm-Fixed Priced, Cost-Plus-Fixed-Fee, Level of Effort, and Cost-Only task orders. The award will be granted to the Highest Technically Rated Offeror (HTRO) with a fair and reasonable price, noting that technical factors are significantly more important than cost and no trade-offs between technical ratings and price are permitted. The evaluation process begins with two non-weighted gate criteria: verification of an active Top Secret facility security clearance and a review of corporate experience regarding recency, magnitude, and scope. Proposals that pass these gates are evaluated on technical factors, with the Technical Scenario Response being the most important, followed by the Staffing Plan and Personnel Matrix. Cost and price realism analysis will only be performed for the HTRO. Proposals must be submitted by November 6, 2026, and must include specific attachments such as a transition-in plan, corporate experience templates, and a signed Section K.
