Classification Web ("Class Web") is a searchable and input-update database built on Minaret software and extensively customized to support external customers and the unique requirements of LOC. The purpose of Class Web is to help library professionals quickly find the subject heading and classification schedule information they need to create bibliographic metadata for incoming library resources. The software consists primarily of the Library of Congress Classification (LCC) schedules and Library of Congress Subject Heading (LCSH), in addition to Name Authorities, specialized genre terms, and specially designed search options (e.g. Correlations Search) that help maximize the online searching capabilities for these resources. LOC intends to issue this requirement as a sole source contract to Minaret Corporation located in New York, New York. See the attached draft Statement of Work (SOW) and Justification and Approval for details. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached draft SOW. LOC Novel High-Density Optical Data Storage
Solicitation # 030ADV27R0004
The Library of Congress is soliciting proposals for a Firm-Fixed-Price pilot project to evaluate the feasibility of using novel ultra-high density optical data storage for the long-term preservation of its digital collections. The primary objective is to identify a scalable, immutable, and durable storage medium that can reduce maintenance and migration cycles compared to traditional methods. The scope of work requires the contractor to encode, validate, and store 1TB of diverse digital data, including video, audio, text, and images, ensuring 100% data recovery and high-fidelity recall. Additionally, the contractor must create an artistic and educational display utilizing a subset of the data for library visitors. The period of performance is scheduled from February 1, 2027, to January 31, 2028, with all work performed at the contractor's facilities and coordination conducted virtually. The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
