Mission San Marcos Industrial Park

The Mission San Marcos Industrial Park project, identified by permit application SDP22-0009, involves the redevelopment of a 10.8-acre site at 528 East Mission Road in San Marcos, California. The scope of work includes the demolition of two existing industrial buildings and the construction of three two-story warehouse buildings totaling approximately 132,810 square feet, including ancillary office space. Site improvements feature 141 parking spaces, 14 truck-loading bays, landscaping, lighting, and utility connections. Additional requirements include frontage improvements along East Mission Road, the relocation of a bus stop, the dedication of a bicycle path easement, and the installation of a public storm drain easement along the eastern boundary. The project is managed by the City of San Marcos as the lead agency with Caprock Partners as the applicant. Comprehensive technical evaluations have been conducted, including a Mitigated Negative Declaration for environmental impacts, a Phase II Environmental Site Assessment identifying historical industrial contaminants, and studies on geology, paleontology, and archaeology. Transportation analysis includes a Vehicle Miles Traveled study and a Transportation Demand Management Plan to reduce single-occupant vehicle use. The project must adhere to ADA accessibility standards and Title VI civil rights requirements. Final acceptance of water and sewer facilities is contingent upon Board approval, and the project requires specialized oversight from a corrosion engineer and a project paleontologist during excavation.
