Full Description
This notice is a ‘Presolicitation Notice’ and does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the presolicitation notice in accordance with RFO SubPart 5.1 Synopses of Proposed Contract Action in preparation for the anticipated release of a Request for Proposal (RFP). NRL reserves the right to cancel this acquisition at any time.
As a result of market research, RFP #N00173-26-R-HH02, titled “Mission and Facilities Support for BPTF” is planned to be issued in June of 2026 and will be competed via a 100% small business set-aside competition. The solicitation is planned to use highest technically rated with a fair and reasonable price approach source selection procedures in accordance with RFO Part 15.
The resulting contract is planned to be a single award, indefinite-delivery, indefinite-quantity (IDIQ) with a five (5) year ordering period. Cost-plus-fixed-fee (CPFF), level-of-effort (LOE) task orders are anticipated to be issued against the base IDIQ. The anticipated LOE involved will be a mix of labor categories, to include key personnel, consisting of 480,000 hours for the total period of performance, evenly divided per year.
