AI Contract Overview
The U.S. Naval Surface Warfare Center at Carderock is advancing the development of a Propeller-Driven Rotor system through a Sole Source award under a Small Business Set Aside, continuing work initiated in Phase I under Order No. N0016726Q1022. The current effort focuses on refining the flight control system to address damped, oscillatory responses observed in prior simulations, with goals including the maturation of the controller, implementation of hardware-in-the-loop testing, and general technical support to NSWC personnel. This phase builds directly on previous modeling and simulation成果 to enhance performance, flight dynamics, structural load handling, and overall stability of the PDR system. The solicitation, titled Modeling and Simulation of a Propeller-Driven Rotor System, is issued under NAICS code 541330 and has a response deadline of August 11, 2026. The contract is being managed by the Department of Defense through the NSWC Carderock office located in Bethesda, Maryland, with primary point of contact Kylie Cox available via email. The place of performance is also in Bethesda, and the opportunity is designated as a presolicitation under a total small business set aside, ensuring eligibility and participation limits are aligned with SBA guidelines.

Full Description
The U.S. Naval Surface Warfare Center (NSWC) requires detailed investigation into the performance, flight dynamics, structural loads, and stability of a Propeller-Driven Rotor (PDR) system. Phase I demonstrated the basic feasibility of controlling a PDR simulation model. However, the aircraft response showed a damped, oscillatory response which warrants further enhancement of the PDR flight controller. This Phase IIA effort will mature the flight control system, explore hardware-in-the-loop simulation, and provide general support to NSWC personnel. This project serves as a continuation of Phase-I efforts (Order No. N0016726Q1022). This award is to be made on a Sole Source Basis.
