An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the Requirement:
The Department of National Defence (DND) has a requirement for the supply of quantity (2) two 8-Channel A/D & D/A Zynq UltraScale+ RFSoC hardware processors among several other part numbers (listed below) to replicate the Radar simulation model models, designed and built by allied Nations, which are being shared under the Air Electronic Warfare Cooperative Test and Evaluation Project Arrangement (Air EW CTE PA) agreed under the Multi-National Test and Evaluation Programme (MTEP). This exact hardware is necessary to ensure compatibility and enable the execution of simulation models to produce the same results. This will enable Canada to create a hardware-in-the-loop modelling environment capable of executing models designed and built by all participating Nations. Mercury Systems is the only authorized supplier of these products. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
The proposal documentation package must provide sufficient information to enable DND to readily recognize that the proposed equipment satisfies all the requirements of the Specification. The proposal must identify each component on the list including manufacturer, item number/part number, description of component, configuration, quantity, unit and total price.
4. Applicability of the trade agreement(s) to the procurement: Due to the value of the requisition, only specific Trade Agreements are applicable as below:
o. Canadian Free Trade Agreement (CFTA); o. Canada - Chile Free Trade Agreement (CCFTA); o. Canada - Colombia Free Trade Agreement; o. Canada - Honduras Free Trade Agreement; o. Canada - Korea Free Trade Agreement; o. Canada - Panama Free Trade Agreement.
