Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to modify task order N00244-25-F-3012, (a non-commercial, firm fixed price contract) by adding one contractor employee under the authority of FAR 52.243-1; Changes—Fixed-Price: Anchor Innovation, Inc., 2877 Guardian Lane Suite 101, Virginia Beach, VA 23452 for small boat maintenance and repair. This modification is required to the meet  the growing demand of  Port Operations and waterfront services provided to the U.S. Navy fleet and other Department of Defense activities at the following installations: Naval Base San Diego, Naval Base Coronado, Naval Base Point Loma, Naval Weapons Station Seal Beach, and Naval Base Ventura County. Due to the addition of 156 boat maintenances ranging from four (4) to 16 hours to ensure these highly specialized vessels receive timely and effective small boat maintenance and repair, logistic support and small boat readiness of COMNAVREG SW Harbor Security Boats (HSB), Barrier Handling Boats (BHB) and Port Operations Oil Recovery and Utility Craft as required. The anticipated award date of this action is :2:00PM EST, 18 June 2026. The applicable NAICS code is 541330. 


This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized distributor of the product.  Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point.  All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.


Capability statements are due by 2:00PM Eastern Standard Time (EST), June 18, 2026.  Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to Charles E. Bruce, Contract Negotiator at the following email address at: charles.e.bruce2.civ@us.navy.mil.
