This contract modification extends contract number N00039-04-D-2021 for up to 12 months to serve as a bridge until the award of the follow-on Business, Operations and Administration Support Services contracts N65236-09-R-L004 and N65236-09-R-L014. The extension allows for continued support and prevents any service interruptions before the new contracts are awarded. The Government will use a bilateral modification under the authority of DFARS 217.204, which permits extending existing services contracts for up to 10 years, provided there is a proper Justification and Approval (J&A). The extension is justified because these services are considered uniquely available from the original source, and a shorter 6-month follow-on contract would cause unnecessary duplication of costs and efforts. This action is issued as a notice of intent rather than a request for competitive proposals. Interested parties should direct any responses or inquiries to the contracting officer by the specified deadline of March 31, 2011. The contract is managed by the Department of Defense, specifically the NIWC Atlantic office located in North Charleston, South Carolina. The modification ensures continuity of operations without service disruption during the transition to new support service contracts.
