Momentive Software - MIP Fund Accounting Annual Software and Maintenance

The State of Missouri, through the Office of Administration Information Technology Services Division, is soliciting a Single Feasible Source blanket purchase agreement for MIP Fund Accounting annual software and maintenance to benefit the Department of Labor and Industrial Relations. The scope of work includes the provision of specialized financial software for government and nonprofit use, available via on-premise or cloud-based options, and must include all technical support, training, and start-up costs. The initial period of performance is set from January 1, 2027, to December 31, 2027, with the state retaining the sole option to renew for two additional one-year periods. Award eligibility is based on price and strict business compliance. Vendors must maintain approved and spend-authorized status in MissouriBUYS, comply with state tax laws under section 34.040.7 RSMo, and provide a notarized Affidavit of Work Authorization confirming E-Verify participation. The contract requires adherence to the Americans with Disabilities Act, strict confidentiality and security protocols, and the disclosure of any services performed outside the United States. Payments are made monthly in arrears via electronic funds transfer, subject to the appropriation of funds by the General Assembly of the State of Missouri. Inspection and acceptance of services are conducted by the state, with the right to reject non-conforming or defective deliverables.
