Objectives: The Mother-Child Program is offered to provide a supportive environment that fosters and promotes stability and continuity for the mother/child relationship. It is critical to CSC, stakeholders, families,and to the greater community that CSC make significant attempts to keep mothers and children connected by fostering positive relationships between mothers incarcerated in women offender institutions and units and their child and providing a supportive environment that promotes stability and continuity for the mother-child relationship.
Deliverables: The Contractor must meet with community agencies to liaise and create partnerships and linkages with the community through engagement, coordination of services and case planning, and outreach and networking with organizations that include, but are not limited to, child welfare, hospitals, and community resources for parents.
The contractor will attend newcomer orientation and introduces themself to all newcomers. Referrals can be made by the offender (via inmate request form) or any staff for a range of Mother-Child Services.
The contractor must triage all inmate requests and respond to requests as soon as possible, recognizing the limitations within the contracted level of service. The contractor will work with the case management team to assess what service are needed. The contractor must work with the offenders in person.
The contractor must continue to support offenders as long as they have needs that fall under the non-residential and/or residential components of the Program.
Full details of the provision of services shall follow the activity structure as laid out in the Request for Proposal. Monthly Activities reporting will be structured and submitted accordingly, reflecting services delivered.
