NOTICE OF INTENT TO AWARD SOLE SOURCE
The 772d Enterprise Sourcing Squadron (772 ESS) intends to award a Firm-Fixed-Price (FFP) contract to a single source, EBSCO Industries, Inc., under the authority of FAR 13.106-1(b)(2) (only one source reasonably available) on 30 September 2026. The period of performance (PoP) shall be: 30 September 2026 – 29 September 2030.

Product Description:
The mission of the Department of Defense (DoD) Morale, Welfare, and Recreation (MWR) Libraries is to support military personnel assigned to contingency operations, remote sites, and military missions in accordance with DoDI 1015.10, Military Morale, Welfare, and Recreation Programs. To support mission readiness, voluntary education, quality of life, and the recreational and educational needs of eligible patrons, DoD Libraries require a subscription for Auto Repair guides.
The requirement is for a subscription that provides access to a database that provides detailed, user-friendly repair guides for all manner of vehicles. Powered by the automotive experts at MOTOR, Auto Repair Source provides library users with the most accurate, authoritative and up-to-date “do-it-yourself” service and repair information for thousands of domestic and imported cars, SUVs, vans and light trucks.

- VCL must be able to test the platform to evaluate if it meets requirements. Must provide username and password to view content on platform
This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received by 4 September 2026, 12:00 PM, CST for this notice. The Government will not pay for any information received in response to this announcement. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
