The Department of the Air Force, 78th Civil Engineer Group, is seeking industry solutions to restore, modernize, and sustain critical airfield infrastructure at Robins Air Force Base, Georgia. Executed under the Robins Agile Practices for Infrastructure Development (RAPID) framework and the statutory authority of 10 U.S.C. 2808a, this project utilizes a Build-Only Other Transaction Agreement (OTA) approach. The scope of work involves the repair and replacement of runway 3901 pavement and shoulders, the south runway overrun, Taxiway C (Facility 3931), and drainage and storm-drain disposal systems at Facility 8700. The estimated magnitude of construction for this effort is between 58 million and 108 million dollars, with a total contract period of performance of 1,120 calendar days after the Notice to Proceed. The government is utilizing a two-step, best-value selection process. Step one requires a Phase 1 Solution Brief, due by 3:00 PM EST on October 30, 2026, which must demonstrate at least five years of experience in comparable government runway or taxiway projects. Short-listed firms will advance to step two, consisting of interactive pitch presentations and the submission of a formal price proposal. Evaluation factors focus on past performance in restricted airfield environments, the qualifications of key personnel, technical understanding of the 100 percent government-furnished design, and financial bonding capacity.
