MPA 118 OE Hazardous Waste and Petroleum Related Services

The State of Rhode Island, through the Department of Environmental Management, is soliciting a Master Price Agreement for immediate response and cleanup services to mitigate the effects of oil and hazardous substance spills, leaks, or discharges. The scope of work covers five primary response categories: hazardous materials/waste, oil, asbestos, radiological, and biological/medical waste. Services are provided on an as-needed basis under the direction of the State On Scene Coordinator. Qualified vendors must maintain a 24-hour communication system and meet strict response timelines, requiring a technical representative on-site within one hour of notification and the commencement of cleanup operations within two to three hours. Technical proposals are evaluated on a 100-point scale, focusing on staff qualifications, vendor capacity, work plans, and storage approaches, with a minimum score of 70 required for qualification. Ranking for service demand is determined by a pricing analysis of five specific scenarios. Contractors must comply with OSHA 29 CFR Part 1910 training standards and ensure all waste is tracked from generation to final disposal. Waste storage must occur at licensed facilities located within Rhode Island or within 100 miles of its borders. Initial responses are due by September 9, 2026, with subsequent reviews occurring quarterly until September 30, 2028. Invoicing must be submitted to the State On Scene Coordinator within 60 calendar days of service completion.
