The Department of National Defence is seeking bids for 1,000 units of a HOLDER, REFLECTOR, CLEARANCE INDICATING, identified by NSN 9905-20-0038491 and part number PH223 with CAGE code 3AD92, to be delivered in equal quantities of 500 units each to 25 CFSD Montreal, Quebec and 7 CFSD Edmonton, Alberta by October 22, 2026. The solicitations are conducted electronically, with all bids required to be submitted via email to DLP53BidsReceiving.DAAT53receptiondessoumissions@forces.gc.ca by July 15, 2026, at 14:00 Eastern Time. Any substitute or equivalent product must be clearly identified with its brand, model, part number, and corresponding CAGE code. The Contract is governed by strict packaging and labeling standards per Canadian Forces Packaging Specification D-LM-008-036/SF-000, requiring each item to be individually packaged in reusable, returnable, or recyclable materials with manufacturer and part number clearly marked on or affixed to the container, and stamped or etched directly on the item. Shipments exceeding 15.88 kg or 0.566 m3 must be palletized on standard 1.22 m x 1.02 m wood pallets with four-way forklift access, not exceeding 1.19 m in total height, at no charge to the government. Delivery must adhere to DDP Incoterms 2020, with all shipments requiring prior appointment with the respective CFSD traffic sections. Technical compliance is mandatory and evaluated on a pass/fail basis; failure to meet any requirement results in disqualification. Award will be made to the lowest priced compliant offer. The Contractor must implement a quality system, preferably ISO 9001:2015 compliant, and maintain inspection records for the contract duration plus one additional year.
