THIS SOLICITATION IS NOW AMENDED:


There will be a Site Visit for Tuesday 5/26/2026 from 11am to noon.  Melissa Jolley and a Forest Sevice  electrician will be present to answer any questions.  All potential contractors will meet at the front parking lot at 11am and then procee to building #110X.  


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 


This contract involves the supply and installation of a replacement 3-phase power complete Heat pump system at Mount St Helens National Volcanic Monument Ranger District Office located in Amboy, WA.  The existing HVAC system in place will need to be removed and disposed of (off site and off Forest Service Property) by the contractor.  The current system is a 16 year old ducted Trane heat pump. Building #1108 consists of: Furnace model 4TEE3F48A100AA, serial #94736682V and Heat pump model 4TWZ0048A100AA, serial #9403UG31F.  The contractor shall provide all labor and materials to replace the HVAC system, to include complete all electrical connections and work. All work shall be performed in accordance with all applicable codes, and standards (OSHA, NEC, NFPA, ASHRAE). The contractor will replace the old unit with new units and make all necessary electrical connections to make the new units work. All units will be tested by the contractor. All electrical work is included in the quote.


Amboy, WA routinely sees sustained winter temperatures below 25 degrees Fahrenheit. The replacement HVAC system must operate efficiently below 25 degrees. Emergency or electric strip heating is not allowed to be the sole source to achieve operations in these temperatures.

Clearly state in the proposal summary the type, size, model number, and lower temperature rating of the equipment to be installed. Provide a brochure of the unit that your company will be providing for this contract. If you fail to provide a full brochure, your company will not be evaluated for award.


Solicitation number 1240BD26Q0050 is issued as a Request for Quotation (RFQ).


The applicable North American Industry Classification Standard Code is 238220.  The small business size standard is $19.0 Million. This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.  The Service code is N045 installation of equipment- plumbing, heating, and waste disposal equipment.  


The contract will be a Firm-Fixed Price contract.
