6525--SEP 2026 Equipment Only Consolidation
Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.

STATEMENT OF WORK (SOW) SRTD routinely conducts purity examinations of grass seeds, which requires determining the presence of endosperm. This is often difficult on small seeds. X-ray imaging is becoming popular in seed testing because it allows the analyst to determine endosperm presence and overall seed health without damaging the seed. This technology would allow SRTD to produce more accurate and timely test results. In addition, it would allow SRTD to expand the ISTA scope of accreditation, and aid the seed industry in teaching imaging techniques at seed schools. This item is uniquely suited to our needs in that it is very easy to use, is completely self-contained so that no protective equipment needs to be worn, and images can be viewed on a computer monitor. The MultiFocus system has been shown to create images that will meet SRTD's needs for identifying pure seed. The unit is 21" x 24" x 30", and will easily fit in the space we have available. The below options are available with the Multifocus Digital Radiography system- X-ray system digital detector must have at least a 10x15cm field of view AND no larger than a 48 micron pixel in contact mode.
