The City of Sacramento Department of Utilities is seeking to establish a pool of prequalified general contractors through a qualification-based selection process to drill and construct municipal groundwater production, test, and monitoring wells over a five-year period. The City anticipates constructing up to five of each well type, with specifications typically involving casing diameters of 20 inches or less, borehole diameters of 48 inches or less, and depths ranging from 500 to 1,500 feet. Individual project estimates are expected to range from 100,000 to 3,000,000 dollars, with performance periods between 90 and 180 working days. Qualified firms must hold an active C-57 Water Well Drilling Contractor license and demonstrate experience with wells at least 18 inches in diameter and 800 feet deep. The selection process evaluates firms based on project experience, technical capabilities, project management systems, and key personnel qualifications. While cost information must be uploaded via PlanetBids, it is not used for the initial ranking. Responsive submissions must include a signed submittal signature page and LBE verification, with a 5 percent LBE preference applied during evaluation. Awarded contracts will require 100 percent performance and payment bonds, as well as comprehensive insurance including commercial general liability, automobile, workers compensation, and professional liability. Payments are issued at 95 percent of approved amounts following verification by the Engineer and labor compliance officer.
