The Department of Defense, through the Naval Information Warfare Systems Command (NAVWAR) and Program Executive Office for Command, Control, Communications, Computers, Intelligence and Space Systems (PEO C4I and Space) PMW146, is seeking industry input regarding the potential acquisition of two additional Mobile User Objective System (MUOS) satellites. These satellites, designed to provide Ultra High Frequency (UHF) Wideband Code Division Multiple Access (WCDMA) satellite communication capabilities, are planned to be operational between 2028 and 2030 and support DoD communications throughout the 2030s. This request is issued as a Request for Information (RFI) for planning purposes, seeking insights from industry on contract structures, timelines, market conditions, risks, and opportunities through white paper submissions. The RFI process included an Industry Day held in September 2020, with attendees required to register and submit a Non-Disclosure Agreement (NDA) to access detailed documentation and submit questions. The update issued in March 2021 highlights a reduction in Fiscal Year 2021 Research, Development, Test and Evaluation (RDT&E) funding for MUOS as mandated by the 2021 National Defense Authorization Act, which may delay contract awards and associated activities compared to initial timelines shared in 2020. Despite funding adjustments, the government remains committed to the program objectives and intends to proceed with the satellite acquisitions. Interested parties are encouraged to submit inquiries in writing to the designated contracting specialist. This RFI serves only as a market survey and information-gathering exercise, with all provided details subject to change as the program evolves.

The Government provided documentation to successfully registered attendees. Attendance at the Industry Day event is not required to obtain the documentation. However, successful registration via the submission of the Registration Form (NDA) as stated in the Industry Day Announcement (reference N00039_SNOTE_08C48278) on the Contract Opportunities website is required; the NDA form is attached below. The Naval Information Warfare Systems Command (NAVWAR) in coordination with the Program Executive Office for Command, Control, Communications, Computers, Intelligence and Space Systems (PEO C4I and Space) PMW146 intends to acquire two additional satellites for the Mobile User Objective System (MUOS). The satellites will support DoD's Ultra High Frequency (UHF) Wideband Code Division Multiple Access (WCDMA) SATCOM capability through the 2030s. PMW 146 is seeking information from industry on contract structure, timelines, market, risks, and opportunities in the form of a white paper response. Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under solicitation number 9F063-20260085 for the development of one to three enabling technologies to support future space missions. The primary objective is to advance strategic technologies to reduce technical uncertainties and support the implementation of future Canadian space activities. A specific focus of this effort is the maturation of a lightweight, athermal reflecting telescope capability to Technology Readiness Level (TRL) 5. This includes the delivery of a reflecting telescope brassboard validated for Low Earth Orbit (LEO) vibration and thermal-vacuum environments, intended for Earth Observation imaging payloads on CubeSats of 4U or larger, with the telescope itself being 2U or less. Key performance targets include a Ground Sampling Distance of less than 7 metres and a swath width greater than 5 km. The project is planned for a duration of 16 months, structured around five key milestones: a Kick-off meeting, Preliminary Design Review, Detailed Design Review/Work Authorization Meeting, Test Readiness Review, and a Final Review meeting. Deliverables include the hardware brassboard, CAD and performance analysis models, software, and a Technology Roadmap for advancing to TRL 6-8. This solicitation is restricted to Canadian suppliers. Awards will be based on the highest combined rating of technical merit (60 percent) and price (40 percent), with a minimum technical score of 70 points required for consideration. The procurement process includes strict requirements for security clearances, intellectual property disclosure, and adherence to environmentally preferable packaging standards.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
