On June 11, 2008, the Communications Satellite Program Office hosted an industry day focused on the Mobile User Objective System (MUOS) waveform, involving key stakeholders such as the Program Executive Office Space Systems and the Joint Tactical Radio System's Network Enterprise Domain program office. The MUOS program, managed under contract by Lockheed Martin Space Systems Company, encompasses a UHF satellite constellation and an integrated ground network system incorporating the MUOS Common Air Interface (CAI) waveform. While the contract covers the acquisition of the MUOS system, terminal production is managed separately by JPEO JTRS, which also oversees software upgrades to enable the MUOS waveform on JTRS terminals. The industry day provided detailed information on the MUOS system, waveform features, terminal link budget, usage procedures, and restrictions, with attending participants receiving a CD containing the presentation materials and subsequent Q&A responses. The information distributed during this event is controlled under the International Traffic in Arms Regulations (ITAR) and is restricted to U.S. citizens and organizations eligible to receive export-controlled technical data under DoD Directive 5230.25. To request these materials, interested parties must verify their U.S. citizenship, company affiliation, and provide a valid DD2345 form (Militarily Critical Technical Data Agreement). Requests are accepted via email to the MUOS Program Office with supporting documentation, including proof of identity and company credentials. Correspondence regarding distribution is managed by designated program office contacts, ensuring compliance with regulatory controls and securing the sensitive nature of the MUOS waveform information.

PEO-SS/PMW-146 manages the acquisition of the MUOS under contract N00039-04-C-2009 with the prime contractor Lockheed Martin Space Systems Company (Sunnyvale, CA). The MUOS system is comprised of the UHF satellite constellation and its network integrated ground system, including the MUOS Common Air Interface (CAI) waveform. The MUOS capability will be delivered to the Warfighter via radio terminals that are to be enabled with the MUOS waveform. Terminal production efforts are not part of the MUOS contract N00039-04-C-2009 scope. JPEO JTRS manages the terminal development & production efforts, and the NED program office manages JTRS-related software efforts, which include upgrading the MUOS CAI waveform to be ported onto the JTRS terminals. The industry day agenda included: MUOS system overview; MUOS waveform description; terminal link budget overview; MUOS-capable terminal use overview; procedures for accessing the MUOS waveform; and restrictions pertaining to working with the MUOS waveform. Attendees were given a CD of the materials presented. Subsequently, answers to the questions submitted during the session were provided as well. The information is ITAR controlled and, therefore, it can only be released to U.S. citizens and private individuals or enterprises eligible to obtain export-controlled technical data in accordance with DoD Directive 5230.25, 16 March 1999. To obtain this information, the requesting individuals must verify their company affiliation, identity, and U.S. citizenship. Further, the individuals companies must have a properly executed and current DD2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT) in place, which will be validated. A copy of this form is accessible at http://www.dtic.mil/dtic/pdf/registration/DD2345.pdf. This request process is initiated by sending an e-mail with the subject header: Request MUOS waveform Industry day CD to the MUOS Program office.
