MVHAHCS Ground Ambulance IDIQ RFQ Combined Pre-Solicitation Notice and Solicitation Notice

The Minneapolis VA Health Care System is soliciting contracted ground ambulance services under solicitation number 36C26326Q0088, an Indefinite Quantity (IDIQ) contract with a base performance period from April 1, 2026, through March 31, 2027, and four optional one-year periods extending through March 31, 2031. The contract provides for 24/7 non-emergency and emergent transportation services including Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) Tier I, II, and III across multiple locations in Minnesota, Wisconsin, Iowa, South Dakota, North Dakota, and Nebraska, with primary service centered on the Minneapolis VA Medical Center campus and its community-based outpatient clinics. All services require strict compliance with operational standards: scheduled pick-ups may not exceed 15 minutes past the designated time, vehicles must maintain a 95% compliance rate for cleanliness and maintenance records, and a 97% on-time performance metric is enforced through customer feedback. Personnel must hold valid state driver’s licenses, be qualified to administer oxygen, complete standard and advanced first aid training, undergo National Agency Check with Written Inquiries and Special Agreement Checks (SAC), pass annual fingerprinting at the Minneapolis VA, and meet background screening criteria including no felony convictions within the past five years. All employees must comply with VA security protocols and health information confidentiality requirements under the Privacy Act, 38 U.S.C. 5701, and 38 U.S.C. 7332.
