The Department of Veterans Affairs plans to enter into sole source negotiations with AGFA for the relocation and re-installation of their PACS Imaging Suite currently housed at the Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan. This procurement is justified under statutory authority 41 U.S.C. 253(c)(1) and FAR 6.302-1, allowing the Government to bypass full competition because it has determined AGFA's services uniquely meet the Government's minimum needs. The Government intends to engage only one source but is allowing other interested parties to express their interest and capabilities by June 1, 2015, at 5:00 PM Central Time. Any responses received by this deadline will be considered to decide whether a competitive procurement is warranted, though the Government retains full discretion to proceed with a sole source award. Under Statutory Authority § 41 U.S.C. 253(c)(1) the Government anticipates entering into sole source procurement negotiations with AGFA for the moving and re-installation of their PACS Imaging Suite currently located at the Oscar G. Johnson VA Medical Center in Iron Mountain, MI. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. Other persons may identify their interest and capability by responding to this requirement by June 01, 2015, 5:00 PM Central Time. This notice of intent is not a request for competitive proposals. However, all interest received on or before June 01, 2015, 5:00 PM Central Time will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
