The Space and Naval Warfare Systems Command (SPAWAR), supporting the Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO C4I) International C4I Integration Program Office, plans to modify an existing sole source hybrid Cost Plus Fixed Fee/Firm Fixed Price contract with Forward Slope Incorporated (FSI). This modification involves repairing, replacing, and procuring additional spare parts for damage recently identified on the Ugandan Military’s Elevated Persistent Surveillance System (EPSS) that was not covered under the original contract. The added work ensures the completion of the system’s repair and maintenance over a one-year period. FSI is uniquely qualified due to its prior knowledge and role in the original design and installation, making them the only responsible source capable of performing the work without unnecessary delays or duplicative costs. The modification will be awarded under the authority of FAR 6.302-1, which permits non-competitive contracting when only one responsible source is available. This notification serves as a notice of intent and is not a solicitation or request for competitive proposals. The contract modification maintains the hybrid CPFF/FFP structure, enabling flexibility in cost control and fixed pricing for certain aspects of the project. Communication regarding this matter is directed to the designated contact at SPAWAR, with additional details accessible via the SPAWAR e-Commerce website.

Solicitation # CMDSAWARDEESONLY
This solicitation, issued by the Naval Information Warfare Systems under the Department of Defense, is restricted to CMDS MAC Awardees. The objective is to secure a contractor to provide enterprise-level IT solutions in support of Navy or DW operations. The government intends to award a hybrid contract consisting of Firm-Fixed Priced, Cost-Plus-Fixed-Fee, Level of Effort, and Cost-Only task orders. The award will be granted to the Highest Technically Rated Offeror (HTRO) with a fair and reasonable price, noting that technical factors are significantly more important than cost and no trade-offs between technical ratings and price are permitted. The evaluation process begins with two non-weighted gate criteria: verification of an active Top Secret facility security clearance and a review of corporate experience regarding recency, magnitude, and scope. Proposals that pass these gates are evaluated on technical factors, with the Technical Scenario Response being the most important, followed by the Staffing Plan and Personnel Matrix. Cost and price realism analysis will only be performed for the HTRO. Proposals must be submitted by November 6, 2026, and must include specific attachments such as a transition-in plan, corporate experience templates, and a signed Section K. All submissions must be unclassified and adhere to strict formatting and page limits.
