The Naval Surface Warfare Center (NSWC) Crane Division has established a Basic Ordering Agreement (BOA) with Raytheon McKinney, Texas, for the repair, production, engineering, maintenance, and upgrade of the AN/AAS-44(V) FLIR system and the AN/AAS-52 Multi-Spectral Targeting System, including their derivatives. These systems are deployed on platforms such as the RQ-1 Predator and the SH-60R multi-mission helicopter. The agreement, initially awarded on a sole-source basis based on proprietary information and cost considerations, was authorized under statutory and regulatory provisions allowing for non-competitive procurement. The original estimated value of the BOA was approximately $49.9 million, approved in September 2000, with subsequent increases raising the ceiling to $184.9 million in November 2001 and plans to further raise it to nearly $485 million by July 2003. The contract period has been extended from three years to three years plus two one-year options. This synopsis serves to announce the availability of the agreement’s upcoming options and requirements for a six-month period, enabling orders to be placed under the existing BOA. The sole-source nature reflects the unique position of Raytheon due to proprietary technology and the inefficiencies or delays anticipated if alternative sources were pursued. The points of contact for the BOA are Ms. Vonda Pollock and Contracting Officer Mary Sheetz at NSWC Crane, providing channels for responsible vendors to submit offers for consideration. The contract is designated under the FLIR repairs and hardware category, associated with NAICS code 334511.

Crane Division, Naval Surface Warfare Center has a Basic Ordering Agreement (BOA) in place that was issued on a sole-source basis to Raytheon McKinney TX for the repair, production, engineering services, maintenance and upgrade of the AN/AAS-44(V)FLIR system and the AN/AAS-52 Multi-Spectral Targeting System, and other derivatives. These systems are used on the RQ-1 Predator platform and the SH-60R multi-mission helicopter. The BOA was placed in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1 in the estimated amount of $49,900,00.00 as approved on 13 September 2000 by the NSWC Headquarters Competition Advocate Approving Official. On 06 NOV 2001 the NTE amount of the BOA was increased by $135 Million to $184.9 Million. It is planned to increase the NTE amount to $484.9 million on 18 JUL 2003. The period of the BOA is extended from three years to three years and 2 one-year options. The basis for restricting competition was the proprietary information of Raytheon and the duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency's requirement through any other source. This synopsis is issued to advertise the options and requirements that will be met through orders placed under the BOA for a six-month period. Naval Surface Warfare Center, Crane Division, Point of Contact is Ms. Vonda Pollock, Code 1165ZH, Bldg 3291, 300 Highway 361, Crane, IN 47522?5001.
