Naval Surface Warfare Center, Crane Division, has a requirement for on-site Field Service Representatives and off-site Engineering Support for the AN/ALQ-249 NGJ-MB.


The proposed contract action is for services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2000 East El Segundo Blvd., El Segundo, CA 90245-4501, under the authority of FAR 6.103-1. The requirement is being solicited on a sole source basis because no source other than Raytheon currently has the requisite knowledge and expertise to satisfy the agency’s requirements. Utilizing another source would result in significant duplication of costs and schedule delays. Due to the sole source requirement, no small business set-asides IAW FAR 19.104 will be utilized.


A formal solicitation will not be posted to the SAM.gov website. All responsible sources may submit a capability statement, which shall be considered by the agency.  However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 


Contractors must be properly registered in the Government System for Award Management database (SAM).  Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at www.sam.gov.
