The Department of Veterans Affairs, through Network Contracting Office 21, intends to award a sole-source Firm-Fixed Price contract for the installation of one GE Healthcare Discovery XR656 radiology system at the VA Manila Outpatient Clinic in Pasay City, Philippines. This acquisition is justified under FAR 8.405-6(a)(2) due to the proprietary and highly specialized nature of the equipment, which can only be installed by GE Precision Healthcare, LLC—the sole authorized provider. The task order will be issued against the existing IDIQ contract VA797H-17-D-0024, and no competitive bidding is expected. The North American Industry Classification System code is 334517, with a small business size standard of 1,200 employees, and the contractor is classified as a Large Business with no socioeconomic certifications claimed. The installation must be completed at the specified overseas location, and all performance, inspection, and acceptance activities will occur there. The contracting officer, Cristina Mae Lansangan, is the designated point of contact for responses, which must be submitted via email no later than 12:00 PM Pacific Time on May 22, 2026. No formal evaluation factors, pricing details, packaging requirements, or invoicing instructions are provided, as this is a unique procurement relying entirely on the exclusivity of the manufacturer’s installation capability. The contract is funded under Recovery Act authorities, as indicated by the "N" prefix in the product service code N065, but no estimated value or funding account information is disclosed. The government retains full discretion to determine non-competition based on responses, and respondents assume all costs associated with submitting information.
